Melissa Ercolano — Director and Title IX Coordinator for Employees

Melissa is the Director of the Office of Employment Equity (OEE) and serves as the Title IX Coordinator for employees. In this role, she provides strategic leadership and oversight of the University’s response to reports of discrimination, harassment, sexual misconduct, and retaliation under OEE-administered policies, including Title VI, Title IX, Title VII, ADA, ADEA, and NJLAD. She also oversees faculty and staff accommodations for disability, religion, and pregnancy and ensures institutional compliance with federal and state equal employment opportunity laws and regulations. As Title IX Coordinator for employees, Melissa is responsible for coordinating the University’s response to reports of sexual harassment and sexual misconduct involving faculty and staff. She works closely with campus partners to ensure that reports are addressed promptly, equitably, and in accordance with applicable laws and University policies, and she serves as a key resource to the Rutgers community on Title IX rights, responsibilities, and procedures.

Prior to joining Rutgers in 2019, Melissa served as an assistant prosecutor, where she specialized in investigating and prosecuting sex crimes. Melissa earned her B.A. in Communications from Boston University and her J.D. from Seton Hall University School of Law. She is admitted to practice law in New Jersey.

Elizabeth Weber — Assistant Director for Accommodations

Elizabeth (“Lizzy”) is the Assistant Director for Accommodations within the Office of Employment Equity (OEE). In this role, she is responsible for providing overall management of staff and faculty accommodations for disability, pregnancy, and religion. Prior to joining Rutgers in 2021, she was a trial attorney for 12 years with Sweeney and Sheehan, P.C. where she practiced civil defense law. She also served as a judicial law clerk for the Honorable Jean B. McMaster in Gloucester County, New Jersey. Elizabeth received her B.S. in Business from The College of New Jersey and her J.D. from Rutgers University-Camden. She is admitted to practice law in New Jersey and Pennsylvania.

Matthew Meneely — Assistant Director for EEO Data Compliance

Matthew (“Matt”) is the Assistant Director for EEO Data Compliance within the Office of Employment Equity (OEE). In this role, he leads efforts to strengthen and streamline OEE processes and EEO data reporting, ensuring data accuracy and integrity, advancing reporting strategies that support accountability and decision-making, and overseeing required federal and state EEO reporting. Prior to joining Rutgers University in 2024, he worked in areas of civil rights compliance at both Columbia University and Virginia Commonwealth University. Matt received his B.A. from SUNY New Paltz and his M.A. in Higher Education Administration from Teachers College, Columbia University.

Lilianne Timmes — Senior Investigations Specialist

Lilianne (“Lili”) is a Senior Investigations Specialist within the Office of Employment Equity (OEE). In this role, she is responsible for investigating reports of discrimination and harassment based on protected characteristics, Title IX prohibited conduct, workplace violence, and whistleblower retaliation involving Rutgers faculty and staff. During the investigative process, Lilianne also coordinates supportive measures related to any potential policy violation. Prior to joining Rutgers in 2022, she spent ten years as a Deputy Attorney General for the Division of Criminal Justice within the New Jersey Office of the Attorney General, prosecuting cyber and sexual assault crimes across the state. She received her B.A. in English and communication studies from The College of New Jersey and her J.D. from Seton Hall University. She is admitted to practice law in New Jersey.

David Sparnroft — Senior Investigations Specialist

David is a Senior Investigations Specialist within the Office of Employment Equity (OEE). In this role, he is responsible for investigating reports of discrimination and harassment based on protected characteristics, Title IX prohibited conduct, workplace violence, and whistleblower retaliation involving Rutgers faculty and staff. During the investigative process, David also coordinates supportive measures related to any potential policy violation. Prior to joining Rutgers in 2025, David was the Assistant Director of Affirmative Action and a Title IX Investigator for Purchase College (SUNY), and before that he served as a police detective assigned to the Criminal Investigations Divisions. David has a B.S. in Criminal Justice from Liberty University.

Lenore Schuller — Disability Specialist

Lenore is a Disability Specialist with the Office of Employment Equity. She handles requests for accommodations for disability, pregnancy, and religion for Rutgers staff and faculty. She has over twenty years of Human Resources experience in Higher Education, as well as local government and corporate Human Resources. Lenore holds a B.S. in Business Administration, an M.S. in Human Resource Management, and a Certified Leave Management Specialist from the Disability Management Employer Coalition.
